On January 13, 1983, Governor Thomas H. Kean issued Executive Order No. 28 that created the New Jersey Certified Public Manager Program offered jointly by Rutgers University and Princeton University in association with the NJ Bureau of Personnel. The Certified Public Manager Program was designed by the Governor to offer graduate-level classes in 1987-88 in government, leadership, organizational theory, supervision, motivation, delegation, performance, and budget management to junior employees.
